Civil Engineer Avi Shagan – Co-CEO

Avi (Avihu) Shagan holds a B.Sc. degree in civil engineering from the Technion – one of the world’s top ten science and technology research universities. He has over 20 years of professional experience in soil for transportation facilities and pavement engineering.

Avi has been involved in numerous road design, construction, maintenance and rehabilitation projects. His expertise includes supervision, quality control (QC), quality assurance (QA), maintenance management, structural evaluation of highways, rural roads and airfield pavements, paving materials and asphalt technology, and management of high-budget highway projects.

Eng. Shagan is an active member of the Israeli Standards Committees for Asphalt and Paving Materials, and acts as an advisor to the Israeli Department of Transport for QA/QC procedures and implementation. Avi has been a senior consultant on numerous projects, including the main highways in Israel, and is regularly giving lectures on quality procedures, soil laboratory testing and pavement materials in various academic institutes and courses.

Avi Shagan also has broad experience in development and implementation of specifications and guidelines for laboratory testing procedures. He has over 10 years of professional experience in laboratory accreditation as a Technical Assessor & Lead Assessor.


Civil Engineer Gilad Shloosh – Co-CEO

Gilad Shloosh holds a B.Sc. degree in civil engineering from the Technion – a world-leading science and technology research university. He has over 15 years of professional experience in pavement engineering, geotechnical consulting and GIS.

Gilad has managed and supervised numerous projects for new road design, construction and maintenance, and has led the structural evaluation of highways, airport pavements and railways. He has also led asphalt technology studies, and the implementation of QC/QA methodologies in transportation projects.

Since 2000, Eng. Shloosh has been acting as the Chief Expert Advisor to the Israeli Department of Transport in pavement design and PMS (Pavement Management Systems). He has served as a consultant on many projects, including the construction and rehabilitation of Israel's main highways.

Gilad’s expertise in development and implementation of advanced pavement management systems has earned him a high reputation in Israel as a PMS & GIS specialist. He has developed civil engineering software for geotechnical applications, PMS, QC/QA, road safety and inventory, FWD, and project management. During the early 2000's Gilad has developed a state-of-the-art PMS model, which incorporates GIS software with unique engineering and economic analysis tools, for the Israeli DOT. Now available to all M.N.M. Engineering customers, this solution implements methodologies and algorithms for optimal long-term execution of investment plans in large road networks.

In the last few years Eng. Shloosh has developed and implemented new engineering approaches for Performance-Based Contracts (PBC) of road networks. These solutions are now implemented in projects covering hundreds of kilometers of highways in 20-year maintenance contracts.

In addition to his engineering degree, Gilad Shloosh is a graduate of advanced computer studies in from the Israeli IDF. He also lectures at the Israeli academy in the fields of Pavement Design, Road Management Systems, and implementation of QC/QA procedures for civil projects.
